Resident Engineer (RE) & Resident Technical Officer (RTO) Services
DECS provides IES/ACES-accredited Resident Engineers (REs) and Resident Technical Officers (RTOs) to fulfil statutory site supervision obligations in strict compliance with the Building Control Act (BCA), approved structural plans, and project-specific technical specifications. Our Resident Site Staff are available on full-time or part-time deployment schedules, adaptable to both short-term project phases and long-term construction programmes.
Our RE and RTO professionals are characterised by a proactive approach to structural inspection, a thorough understanding of critical work sequences, and an unwavering commitment to quality, workmanship, and workplace safety. Each assignment is executed with meticulous attention to documentation, statutory reporting, and the enforcement of approved construction methodologies—ensuring every critical structural activity is supervised to the standard required by regulatory authorities.
Service Scope
- Statutory Supervision: Full compliance with BCA Part II and Part III supervision requirements for structural and geotechnical works under the Building Control Act.
- Critical Structural Works Inspection: Systematic inspection of reinforcement, formwork, concrete placement, precast erection, structural steel installation, and other critical activities as defined in approved plans.
- Site Documentation & Reporting: Preparation and maintenance of inspection records, site diaries, deviation reports, and non-conformance documentation in line with authority requirements.
- Flexible Deployment: Full-time and part-time scheduling across single-site or multi-site engagements, with rapid mobilisation capability to meet programme demands.
